JAS completed design services in 2012 for a $5M water and sewer extension project to serve the east side of the Pend Oreille River. The design was funded by a U.S. Army Corps of Engineers Section 595 grant. The Section 595 grant provides a 75% grant with a 25% match from the owner, which was funded through an Urban Renewal District. The water portion of the project funding was secured from the Idaho Department of Environmental Quality (IDEQ) Drinking Water SRF funding program, and sewer funding was secured from the IDEQ Clean Water SRF funding program. The project consisted of drilling and installing water and sewer utilities under the Pend Oreille River. Each crossing included a 12-inch HDPE pipeline, roughly 1,500 feet in length, installed beneath the river bottom. The sewer collection facilities include a mainline lift station on the east bank of the Pend Oreille River, which pumps wastewater beneath the River to the District’s existing collection system on the west side. The project included the installation of just over a mile of gravity sewer collection pipeline. The project was completed in 2015.
